This one
at Waltham-on-the-Wolds, Leics, has lost its handle but features a threaded
lead spout. Threads on lead spouts are unusual, as the softness of the metal
doesn't lend itself to repeated use. I think in this case it might have been
for a screw cap, used to close off the spout (maybe there was originally a
second spout, higher up?). The screw cap would have been on a chain - long
gone. The shelter carries the words "XIX Century Pump
Shelter".
