On the village green at Redbourn, Herts. There's no spout on the flange, and it's not clear if the protuberence on the opposite side is a handle fulcrum or a valve mechanism. Pump or water pillar? Markings: "HAYWARD-TYLER & Co Ltd, ENGINEERS, LONDON". Manufacturer: Hayward Tyler of London.
